Position Title: Supervisor, Water Treatment

Department: Water Utility

Reporting to: Operations Manager, Water Utility

Salary Range: $82,819 to $87,178

JOB SCOPE: Working as a team leader and facilitator performing administrative and professional tasks in the organizing, planning, management, and supervision of CBRM Water Treatment Infrastructure along with operation and maintenance personnel.  This position includes the operation and maintenance of several large water treatment facilities as well as smaller systems and several pumping facilities. Ensures NSE and CBRM regulations and quality compliance throughout the Region’s water distribution system(s).  Acts as the overall DRC (Direct Responsible Charge). Works under the general guidance and direction of the Operations Manager, Water Utility.

MAIN FUNCTIONS:

  • Supervises and coordinates all staff, operations and maintenance requirements for the water treatment plant and pumping facilities under the jurisdiction of the CBRM Water Utility.
  • Supervises, coordinates, and implements all activities to ensure CBRM water quality compliance for all regulatory requirements.
  • Optimizes treatment processes in Membrane, DAF, Green Sand, and conventional treatment systems as required.
  • Supervises the control and use of, and assumes responsibility for all labour, materials, supplies, and equipment used in the maintenance, construction, and monitoring of CBRM water treatment facilities.
  • Manages the development and implementation of SCADA system for the monitoring and control of treatment plants, pumping stations, and other remote locations. Develops responding protocol for all system alarms.
  • Utilizes CBRM data management software (SAP) provides the requisitions, work orders, etc., for the department and maintains a variety of records relating to personnel, equipment, process, supplies, and reports.
  • Advises Manager and Director and other municipal officials in matters relating to water treatment and consumption activities; acts as the direct line of communications to other functions within the water utility and other CBRM department; provides information to various civic, school, and public groups and individuals regarding water quality problems and services.
  • Responds to complaints regarding water quality, evaluates situation, determines if liability lies with the municipality or the property owner; explains findings to property owners and notifies appropriate water department personnel if necessary.
  • Ensures that all employees have the required NSE certifications to perform the tasks required or implements a transition plan that will be acceptable to the CBRM and the NSDEL until such time as certification requirements are met.
  • Provides interpretation and administration in Labour Relations in consultation with Human Resources to ensure consistency in the application of Collective and Supplementary Agreements and Letters of Understanding. Participates in grievance procedure and resolution.
  • Participates in recruitment and selection activities.
  • Administers relevant CBRM Human Resource policies including Attendance Management, Respectful Workplace, Ethical Conduct, etc.
  • Oversees assigned projects to ensure contractor compliance.
  • Directs contractors carrying out work on related facilities or infrastructure.
  • Oversees the safety of assigned workers and plant operators by adherence to CBRM OH&S Policy and instructing individuals in proper safety procedures and monitoring their work in progress.
  • Assists in motivating and evaluating personnel by acting as a liaison between water treatment and pumping operations employees and other Municipal employees.
  • Controls and monitors operating costs and makes recommendations for department budget.
  • Serves on various employee or other committees as assigned.
  • Promotes good public and customer relations.
  • Responds to afterhours emergency alarms as required.
  • Other duties as assigned by the Operations Manager, Water Utility.

MINIMUM QUALIFICATIONS:

  • Diploma in Engineering Technology or post-secondary degree in a related field.
  • Minimum of 5 years related experience in a supervisory role, preferably in a unionized engineering environment.
  • A relevant combination of education and experience may be considered.
  • Must possess and maintain a valid driver’s license.
  • A medical assessment, including physical, vision and hearing tests. Medical assessment must show the capacity of performing tasks of the classification. This will be completed at a later date.

PRERRFED QUALIFICATIONS:

  • Bachelor’s degree in engineering, preferably in chemical, civil, or environmental engineering.
  • Member of APENS (Engineers Nova Scotia) or ability to join.
  • NSE Level 1 Water Treatment certificate or ability to obtain.

ADDITIONAL QUALIFICATIONS:

  • Emergency First Aid/AED/CPR-A
  • WHMIS/GHS 2015

KNOWLEDGE SKILLS AND ABILITIES:

  • Considerable knowledge in the field of water treatment processes, practices, regulatory standards, and requirements.
  • Must be a skilled communicator possessing keen interpersonal skills.
  • Self-starter with motivational management expertise and the ability to build productive relations.
  • Ability to successfully manage change and participate as a team player.
  • Thorough knowledge of equipment, facilities, materials, methods, and procedures used in public water supply, pumping, treatment and distributions systems, knowledge of pipe installation, connection and repair.
  • Demonstrate and promote in safe work practices.
