 POSITION SUMMARY:

The Municipality of the County of Inverness is seeking an individual to join the Administration Department. The Governance & By-law Research Intern will be responsible for the review and revision of existing municipal by-laws to ensure that they are consistent and align with current legislation and practices. The successful candidate will be analytical in their approach and develop best practices for the research and development of by-law related tasks. The anticipated start date of the Governance & By-law Research Intern is May 2024 and will continue for a period of twelve (12) months.

 JOB DUTIES:

  •  Review and evaluate current existing municipal by-laws.
  • Analyze available data and other available information for trends to determine recommended revisions.
  • Research by-laws of surrounding municipal units to determine benchmarks and best practices currently in use.
  • Conduct research on topics of interest in support of bylaws and other related policies.
  • Identify issues to be addressed, creating a workflow document to support the resolution of issues.
  • Identify resources of relevant research and information.
  • Develop a variety of by-law options for CAO and Council review.
  • Support the CAO and Council with communications to residents, proprietors, stakeholders, and other interested parties pertaining to by-law information.
  • Collaborate with municipal employees throughout the process of gathering and disseminating information pertaining to by-laws.
  • Delegate and oversee tasks being carried out by Governance & By-law Researchers.
  • Adhere to the Municipality’s policy regarding records management.
  • Participate in various internal organizational committees.
  • Commit to achieving excellence in quality service through high level continuous improvement systems.
  • Adhere to federal & provincial legislation and regulations.
  • Conduct and attend safety, operational and training meetings as required.

SAFETY:

  •  Adhere to all policies and procedures set forth by the Municipality of the County of Inverness.
  • Report to the Chief Administrative Officer, all work situations which are suspected of being unhealthy or unsafe.
  • Report to the Chief Administrative Officer any employee whose on-the-job performance or actions contravenes established safety procedures or work practices.
  • Report to the Chief Administrative Officer, all Occupational Health & Safety related injuries or property damage regardless of severity.
  • Submit reports on accidents and other hazardous conditions discovered and promptly attend to all hazardous situations.
  • Report all near-misses and incidents to the Chief Administrative Officer
Requirements

QUALIFICATIONS:

  • Education in a discipline related to policy review and writing. A background in political science, public administration, law, criminology or by-law related fields is preferred.
  • Extensive proficiency in policy writing and researching preferred.
  • Familiarity with municipal government, by-laws, provincial statutes and regulations.
  • Proficiency in Microsoft Office.
  • Strong analytical and problem-solving skills.
  • Excellent organizational and time management skills.
  • Excellent written, oral and presentation skills.
  • Ability to maintain and protect confidential information.
  • Ability to self-motivate and adapt to independent work.
