Job Scope

Under the general direction of the Mayor, the Municipal Indigenous Advisor will act as a liaison between the Cape Breton Regional Municipality and First Nations/Municipal units in Unama’ki.  The role will involve working with multiple stakeholders to lead the development of an Indigenous Consultation Framework. In this role, you will have the opportunity to work on projects independently and/or participate in teams for other assignments, including participation on interdepartmental and / or intergovernmental committees. You will work proactively to balance priorities and ensure effective coordination of departmental efforts.

*This position is classified as a term, which will expire at the end of the term of Mayor McDougall.

Main Function

  • Establish professional working relationships with internal and external stakeholders.
  • Analysis of CBRM practices, policies, and meetings to compile recommendation on inclusivity and Indigenous consultation.
  • Consult with, and provide reports to Mayor, Council and Senior Staff, regarding the analysis.
  • Recommend strategies and/or solutions in response to findings during Indigenous Consultation.
  • Organize the planning and completion of assigned projects as directed by the Mayor.
  • Prepare and deliver reports to Senior Management, Directors, and Council.
  • Implementation of Truth and Reconciliation Report recommendations pertaining to municipalities.
  • Develop consultation standards and framework.
  • Research and coordinate education sessions for staff and council.
  • Monitor issues pertaining to the Nova Scotia Mi’kmaq communities and their priorities to identify opportunities and/or solutions for the CBRM.
  • Coordinate and prepare clear, accurate and timely briefing materials, presentations, and correspondence.
  • Represent the CBRM on committees throughout the community and Province.
  • Provide insightful policy advice on an on-going basis.

Knowledge, Skills, and Abilities

  • Knowledge of CBRM policies and procedure.
  • Strong interpersonal communication skills.
  • Comprehensive knowledge of Indigenous history in Canada.
  • Ability to multitask and meet multiple deadlines.
  • Skilled in Microsoft Office Suite with working knowledge of related software programs.
  • Able to work independently or as part of team.
  • Maintain professional working relationships with staff, members of the community and community organizations.
  • Highly analytical and problem-solving capabilities.

Required Qualifications:

  • Post-secondary education in a related field (i.e. Business Administration, Project Management, Policy, Social Sciences, Law, etc.)
  • 3-5 years relevant experience working within an Indigenous community and in an Indigenized role.
  • Must possess and maintain a valid Nova Scotia driver’s license.
  • A medical assessment including vision and hearing tests. Medical assessment must show the capacity of performing tasks of the classification.

Preferred Qualifications:

  • Lived experience as an Indigenous person.
  • Experience in overseeing and/or implementing strategic initiatives.
