JOB SCOPE

Reporting to the Chief of Police or designate the Criminal Analyst must be confident in producing intelligence products, utilizing and recommending various software products, including but not limited to, ARC GIS, NICHE, communication surveillance software and hardware. They will be required to work with a variety of agencies within the law enforcement community to extract and compile and share data to be utilized for crime analysis. With an emphasis on crime-reduction this person will also disseminate crime analysis services and products for operational policing clients.

MAIN FUNCTIONS:

  • Coordinates the use and development of data collection strategies, ensures the collection and organization and analyzes crime data with respect to criminal activity and known offenders to identify crime series, patterns and trends and potential suspects which is used by the department to determine resource allocation.
  • Determines designs and develops data collection strategies, and implements these strategies by collecting, assembling, analyzing and interpreting investigative and /or intelligence data in order to prepare various types of documents outlining crime series detection, suspect-crime correlation, target suspect data etc. to provide assistance/direction to an investigation. Collects organizes and analyzes crime data with respect to criminal activity and known offenders to identify crime series, patterns and trends and potential suspects which is used by management to determine resource allocation.
  • Translates crime and/or criminal intelligence data into a variety of formats (i.e. pin and density maps with narrative interpretation, link association charts, comparative graphs, time lines, crime statistical reports with narrative interpretations, interrogation props and other media related to crime–suspect information and crime trends/patterns) for the use by management and other operational units in operational decision making.
  • Collects, organizes, and analyzes crime data to provide crime statistical reports to detachment management for presentation to the greater law enforcement community.
  • Coordinates the operation of all communication surveillance equipment and to ensure all equipment and software are operational and available to police when required. The position requires a high-level technical ability and confidentiality at all times.
  • Is present and aware of all communication surveillance operations within the police service and advises the Management team on process and requirements for the operation.
  • Develops and delivers oral and visual presentations and/or provides crime briefings to managers and operational personnel that outline potential/proposed targets and/or crime clusters/hotspots and includes recommendations on deployment of resources to target the identified issue.
  • Performs special projects and provides advice as it relates to crime analysis and Communication Surveillance.
  • Establish and maintains a network of contacts to exchange relevant information on crime analysis and surveillance issues.
  • Perform all duties in accordance with the philosophy of Community and Intelligence led Policing.
  • Perform any other related duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES:

  • Must pass police security clearance interview and background check.
  • Ability to work with a management team and coordinate multiple priorities.
  • Understands analytical and research techniques and technology.
  • Comfortable with statistical methodology and data bases.
  • Comfortable with computer entry, retrieval and search techniques on a range of software including databases.
  • Ability to interpret and apply departmental policy regulations and procedures.
  • Knowledge of current methods, techniques and procedures to operate an efficient office.

MINIMUM QUALIFICATIONS: (Must include copies of the items listed below)

Education and Experience:

  • Grade 12 or GED equivalent.
  • Graduation from a recognized university with five years’ experience in a research type environment or an equivalent combination of education and experience.
  • This position requires a willingness to keep abreast of trends/developments with police and technology.
  • Must possess and maintain a valid NS Driver’s License.
  • A medical assessment including physical, vision and hearing tests. Medical assessment must show the capacity of performing tasks of the classification.

ADDITIONAL QUALIFICATIONS:

  • Emergency First Aid/Level A CPR & AED Training (Current)
